Programs and Incentives
- The Kelly Fund Grant Program NEW
Administered by the City of Onawa, Iowa
The Kelly Fund was established from a bequest of the Flora A. Kelly Estate
with the intent of providing long-term financial support for fulfilling present and future
needs of the City of Onawa.
The mission of the Kelly fund is to enhance the quality of life for present and
future generations of the City of Onawa and surrounding area.

- Tax Abatement Program - is available for residential or commercial housing development,
and Central Business District development. For residential housing, the program involves a
100% abatement of taxes up to $75,000 of assessed value for 5 years. For commercial
housing, the program involves a 100% abatement of taxes on 45% of the assessed value for
10 years. For Central Business District development, the program involves a 100% abatement
of taxes for 3 years. *Please contact the City Office (below) for additional guidelines.
- Commercial Development Refund - assists new or relocated businesses in the community
with a cash rebate (discount) on their utility bill. *Please contact the City Office
(below) for additional guidelines.
- Downtown/Exterior Façade Program - is available to downtown businesses that improve the
exterior or façade of their businesses. A $2500 matching grant and loan are available.

- Local Housing Assistance Program (LHAP) - up to $6000 in cash is available to persons
who construct a new home in the community. Income eligibility and other guidelines apply.

- Enterprise Zone - the community and surrounding area participate in an Enterprise Zone.

- Other Programs/Incentives - because the City has a Tax Incremental Financing
(TIF)
district, other infrastructure or economic development incentives may be available upon
special request.
